Several RCRI members have inquired of the status of the 2018 annual Group Ruling determination letter issued to the United States Conference of Catholic Bishops (“USCCB”) by the Internal Revenue Service (“IRS”). This annual Group Ruling determination letter is important for establishing:

       (1)  exemption of subordinate organizations under the USCCB Group Ruling from federal         income tax; and

(2)  deductibility of contributions to such organizations for federal income, gift, and estate tax purposes.

The Office of the General Counsel of the USCCB has most recently announced that the 2017 determination letter is the most recent determination letter issued by the IRS to the USCCB. The USCCB will request a 2018 determination letter to coincide with the publication of the 2018 Official Catholic Directory, which is estimated to be available in late October or early November 2018.
